However, the runstate should remain suspended until system_wakeup is called, so allow the caller to pass the new state to vm_prepare_start, rather than assume the new state is RUN_STATE_RUNNING. Modify vm state change handlers that check RUN_STATE_RUNNING to instead use the running parameter. No functional change.
