Renamed all gen_spr_* and gen_* functions specifically related to
registering SPRs to register_*_sprs and register_*, to avoid future
confusion with other TCG related code.

This one also makes sense to be regardless of the rest.  Can you move
this before the creation of spr_tcg.inc.c, so we can get it merged.
