This leads to a weird process when updates to the interface are needed: 1) Change to the specification in the qemu tree 2) Change to the header in the Linux tree 3) Re-import of the header into Qemu. The kernel prefers to drop the header anyways. Prepare for the removal from the Linux UAPI headers by moving the contents to the existing pvpanic.h header.
