Convert to lsm_export structures instead of u32 secids. Clean out the associated scaffolding. This requires changes to several internal interfaces, but no change in behavior. Change the LOC tag type to pass an lsm_export instead of a single u32. As this tag is only used locally there is no change to externally exposed interfaces.
