New core concept is, to never wake a buffering iTXQ. Buffering sta iTXQs get the new flag IEEE80211_TXQ_STOP_PS assigned to suppress the normal queue wake. The MC iTXQ is using the num_sta_ps variable to detect if it's buffering or not. (IEEE80211_TXQ_STOP_PS is also set for the MC queue but only to avoid - without preventing all - useless queue wakes.) The biggest known impact this patch has is to PS debugging: It outright drops PS debug messages and variables which simple don't make much sense after transition PS to iTXQ.
