Rename drivers/pci/pwrctl/ to drivers/pci/pwrctrl/, including the related MAINTAINERS, include file (include/linux/pci-pwrctl.h), Makefile, and Kconfig changes. This is the minimal rename of files only. A subsequent commit will rename functions and data structures.
