Couldn't it be a header in the hfi1 driver directory ? Isn't it OPA
specific ?

I don't have a specific suggestion.  If the contents are specific to this driver, I would move them into the driver directory.  For values that are OPA, but not driver, specific, include/rdma is probably the best option for now.  If the content is mixed (I didn't look closely), I would split the file.
