Add support to request pdev OBSS stats from firmware through stats
type 23. These stats give information about PPDUs transmitted or
tried to be transmitted in Spatial Reuse Groups(SRG), Parameterized
Spatial Reuse(PSR) and non-PSR groups.

Sample output:
