[08/29] rfkill.txt: standardize document format

Each text file under Documentation follows a different
format. Some doesn't even have titles!

Change its representation to follow the adopted standard,
using ReST markups for it to be parseable by Sphinx:

- mark titles;
- comment contents index;
- mark literal blocks;
- adjust identation.

Yes, it should work. Actually, you would need to use :depth: 2 to
produce this output:

I opted to keep the contents as a comment just because, in the past, some
maintainers complained about TOC removal, arguing that it makes harder
for the ones that would be reading the file in ascii.

Sounds good to me.

Ok. I don't really care much either way, I guess. The file is short
enough that the TOC isn't all that important to start with.
