Good, I prefer this way, rather than having all the registers exposed in
the header.
Can you rename this with CAPS to stay consistent with the CODING_STYLE?

I have fixed all of your other comments.

Ideally we don't want to use CONFIG_XLNX_ZYNQMP_ARM but we have to in
order to avoid compilation issues (from memory the display port device
is always a problem). I'd rather not add another specific one unless
we have to.

I wondered because now the qemu-system-aarch64 lists the
'xlnx.pmu_io_intc' device as user-creatable.

I am in favor of having a single QEMU running different archs, so that
doesn't bother me.

Once there we'll probably need a Device::valid_arch_bitmask field.
